Since 2010, the total economic output of the industry has been second only to the United States, ranking second in the world. The total output value of the chemical industry exceeds that of the United States, ranking first in the world. One, achieved a historic leap. With the rapid development of the industry, the strategic awareness of intellectual property rights in the petroleum and chemical industries has continued to increase. During the "13th Five-Year Plan" period, the "3+2+N" model intellectual property service system in the petroleum and chemical industries has initially taken shape, fully supporting the industry's intellectual property rights Protection and utilization.

Innovative service model to support intellectual property work in the petroleum and chemical industries

(1) Constructing a "3+2+N" model and basically establishing an industry intellectual property service system

The China Petroleum and Chemical Industry Federation (hereinafter referred to as the "Petrochemical Industry Federation") has been exploring and innovating intellectual property work for a long time, and has initially formed a "3+2+N" model of the petroleum and chemical industry intellectual property service system. "3" means "China Petroleum and Chemical Industry Federation Intellectual Property Working Committee", "National Petroleum and Chemical Patent Network" and "Petroleum and Chemical Industry Patent Innovation Service Platform", and "2" means gathering a group of intellectual property services Institutions and the formation of a team of experts. "N" refers to the development of N specialized service businesses, such as patent mining and analysis, intellectual property evaluation, patent achievement transformation, intellectual property training, intellectual property policy publicity and professional consulting, etc.

(2) Establish a benchmark and strengthen the cultivation of the ability to use intellectual property rights

During the "Thirteenth Five-Year Plan" period, the Petrochemical Federation actively participated in the pilot cultivation of the use of intellectual property rights in industrial enterprises of the Ministry of Industry and Information Technology. A total of 15 enterprises were identified as "pilots in the use of intellectual property rights in industrial enterprises", and 4 of them were listed In the list of benchmarking demonstrations, the number of benchmarking companies ranks among the top in various industries. On the basis of pilot cultivation, the Petrochemical Federation has carried out the "China Petroleum and Chemical Industry Intellectual Property Demonstration Enterprise" selection activity in 2017. The intellectual property demonstration enterprise has implemented a three-year review system for dynamic management. Up to now, 25 companies have been selected. Intellectual property demonstration enterprises have played a typical exemplary role in driving the overall intellectual property level of the industry.

(3) Reward advanced and encourage independent innovation

The Petroleum and Chemical Industry Association established the "Petroleum and Chemical Industry Patent Award" in 2017, with an annual award rate of about 60%, of which the award rate for gold award projects is 10%. Every year, from the outstanding projects that have won the Patent Gold Award of the Petrochemical Federation, they are recommended to participate in the China Patent Award. According to statistics, the Petrochemical Federation recommended 21 Chinese patent awards from 2015 to 2019, with 14 awards, and the award rate reached 67%. 2 China Patent Gold Awards, 1 Silver Award, and 11 Excellence Awards. The Petrochemical Federation won the Best Organization Award and the Excellent Organization Award from the State Intellectual Property Office in 2018 and 2019, respectively.

Make every effort to provide services and further improve the level of development of intellectual property in the entire industry

During the "14th Five-Year Plan" period, the Petrochemical Federation will further improve the industry's intellectual property work mechanism, improve intellectual property service capabilities, and focus on five key tasks to help the industry leap into a petroleum and chemical powerhouse.

(1) Give full play to the functions of the Intellectual Property Working Committee and continue to improve service capabilities

We will implement a series of reforms and deployments of national intellectual property protection work to achieve system integration, coordinated advancement, and effective results. Do a good job in the top-level design of industry intellectual property services. Liaise with a wide range of industry professional service organizations and experts, strive to create a convenient public service system for intellectual property information in the industry, implement the industry's intellectual property public service capacity improvement project, and strengthen the construction of industry intellectual property information and intelligent infrastructure. Promote the standardization, precision, and intelligence of industry intellectual property services, reduce costs, improve efficiency, and extend the service chain, and strive to provide the industry with high-quality, efficient and good services.

(2) Do a good job of investigation and research, and regularly release the industry's annual intellectual property development report

Continue to strengthen investigation and research, do a good job in industry IP information statistics and analysis, find out the industry's status, and understand the IP development status and precise needs of industry enterprises and scientific research and development units through the combination of questionnaires, information data analysis and field investigations ; Through investigation and research, select high-quality service organizations and high-level expert teams with industry characteristics from a large number of service organizations and service personnel, and coordinate to provide high-level and high-efficiency services for the improvement of industry intellectual property quality.

(3) Strengthen the protection of intellectual property rights and create a good atmosphere for industry innovation and development

Establish an intellectual property protection center for the petroleum and chemical industries. Promote and implement the latest laws and regulations of the country, establish a working mechanism for handling patent infringement disputes with significant influence in the entire industry, do a good job in the mediation of key intellectual property disputes between related legal entities in the industry, reduce unnecessary intellectual property lawsuits, and create mutual respect A good atmosphere of intellectual property rights. Actively participate in and respond to intellectual property disputes in international trade disputes, and serve enterprises to strengthen overseas intellectual property rights protection and emergency relief. Assist the government to manage legally and strictly review the external transfer of intellectual property rights in industries that involve national security, and improve the early warning and emergency response mechanisms for international intellectual property risks. Strengthen publicity, education and public welfare training, and enhance the strategic awareness of the whole society to respect and protect intellectual property rights.

(4) Establish an industrial intellectual property operation center to ensure the smooth transformation of high-value patented technological achievements

Establish a petroleum and chemical industry intellectual property operation center, and set up a petroleum and chemical industry intellectual property and scientific and technological achievement property rights trading platform. Guided by the market, with the purpose of operating intellectual property rights, it will carry out intellectual property operation services for the petroleum and chemical industries, accelerate industrial transformation and upgrading, and realize innovation-driven development. Mainly do a good job in industry precision intellectual property navigation, industry patent pool construction, improve the industry's original innovation and invention and creation capabilities; establish industry patents, trademarks and other intangible assets value evaluation management system; develop SME intellectual property custody services; promote "government, industry, education and research funding" "Services", multi-subject and multi-element cross-integration, intellectual property investment and financing and other characteristic services. Break through the barriers to the transformation of patented technological achievements, open up the "last mile", carry out operation services such as the transfer and licensing of intellectual property and technological achievements across the industry, and comprehensively build and optimize the structure and operating mechanism of the industrial ecosystem to ensure The smooth transformation of high-value patented technological achievements.

(5) Systematic training and personnel training will improve the overall intellectual property strategic awareness and operational level of the industry

Through a series of special training and industry intellectual property exchanges, we will enhance the intellectual property strategic awareness of leaders at all levels of industry enterprises and scientific research units, cultivate intellectual property professionals at all levels, improve work standards and capabilities, and promote the overall improvement of the industry’s intellectual property quality.
